Dear Elected Officials, As your constituent, I’m asking you to oppose HB527 Mining Operations Amendments sponsored by Rep. Stratton. The bill would strip local governments of their authority to regulate mining activities in their jurisdictions, inhibiting their ability to make decisions to protect the health and safety of their communities. The bill would also greatly expand the concept of a “vested mining right”, making it easier for mining companies to start new mining projects throughout Utah and more difficult for the public to challenge their right to do so. HB527 would result in considerable impacts to our land, air, and, perhaps most notably, our water. Given the great deal of attention the legislature has given to water conservation and saving the Great Salt Lake, it’s troubling to see a bill like this being considered. Mining requires water, namely to mitigate dust. There's no telling what the exact impact of the bill would be on our water supply, only that it would require immense amounts of a resource we simply don't have enough of to spare. Although the bill hasn’t reached your desk yet, I’m writing to you now with the concern that it could move quickly through the legislature as we reach the end of the session. This is a complex bill with statewide impacts. It warrants careful consideration and discussion, and shouldn’t be rushed through in the final week of the session. If and when the time comes, I’m asking you to oppose HB527. Sincerely,
